Temporary special local regulations are being adopted for that portion of the International America's Cup Class (IACC) regatta and exhibition races that are being conducted within San Diego Bay (the Bay) between October 28, 1994 and November 6, 1994, inclusive. These regulations are necessary to provide for the safety of life, property, and navigation on the navigable waters of the United States during the scheduled events.
