Under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the United States Environmental Protection Agency is proposing to enter into a settlement with Phillips 66 Company concerning the Horton Iron and Metal Superfund Site located in Wilmington, North Carolina.
