In this document, the Commission revises and reissues its list of foreign telecommunications carriers that are presumed to possess market power in foreign telecommunications markets. Several Commission rules incorporate this list by reference. Recently the Commission updated these rules. In addition, carriers' names have changed as a result of a divestiture of national incumbent operators into regional operators.
