On November 29, 2001, the Department of Commerce (the Department) published the antidumping duty order on certain hot-rolled carbon steel flat products (hot-rolled steel) from the Netherlands. As a result of the Court of International Trade's (the Court's) decisions in Corus Staal BV, et al. v. United States, 283 F.
