NMFS proposes specifications for the 1997 summer flounder fishery that include a coastwide harvest limit, an increase in minimum commercial fish size, and an increase in codend minimum mesh size. The implementing regulations for the fishery require NMFS to publish specifications for the upcoming fishing year and to provide an opportunity for public comment. The intent of these measures is to prevent overfishing of the summer flounder resource.
