Circular Welded Carbon Steel Pipes and Tubes From Turkey: Notice of Preliminary Results of Antidumping Duty Administrative Review

Resumen
In response to a request by interested parties, the Department of Commerce ("the Department") is conducting an administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes ("welded pipe and tube") from Turkey.\1\ This review covers four respondents: Borusan, Erbosan, Toscelik, and Yucel.\2\ The Department found that Erbosan and Yucel had no reviewable entries.\3\ We preliminarily determine that neither Borusan nor Toscelik made sales below normal value ("NV"). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection ("CBP") to liquidate appropriate entries without regard to antidumping duties.
