The Federal Maritime Commission is changing the name of the Bureau of Trade Monitoring and Analysis to the Bureau of Economics and Agreement Analysis. Notice and public procedure are not necessary prior to the issuance of this rule because it deals solely with matters of agency organization. Neither is a delayed effective date required.
