West Virginia Regulatory Program

The Office of Surface Mining Reclamation and Enforcement is publishing a final rule to amend the Federal Lands Cooperative Agreement between West Virginia and the U.S. Department of the Interior, allowing West Virginia to regulate surface coal mining on Federal lands within the state under its approved permanent regulatory program.
