The National Oceanic and Atmospheric Administration (NOAA) has issued an incidental harassment authorization to the City of Astoria, allowing for the incidental harassment of marine mammals during the construction of Phase Two of the Astoria Waterfront Bridge Replacement project in Oregon, in accordance with the Marine Mammal Protection Act (MMPA).
