The National Oceanic and Atmospheric Administration (NOAA) has issued an incidental harassment authorization (IHA) to the Port of Kalama for the incidental taking of small numbers of marine mammals during the construction of the Port of Kalama Expansion Project on the Lower Columbia River, in accordance with the Marine Mammal Protection Act (MMPA).
