The NOAA is requesting public comments on a proposal by the Lamont-Doherty Earth Observatory (Lamont-Doherty) and the National Science Foundation (NSF) to conduct a marine geophysical survey in the South Atlantic Ocean from early January 2016 to March 31, 2016, which may incidentally harm 38 species of marine mammals and 16 species at a potentially permanent level.
