Federal Motor Vehicle Safety Standards Deny Petition for Emergency Glass Breaking Tool Requirement

The National Highway Traffic Safety Administration (NHTSA) has denied a petition submitted by Ms. Scheryn Bennett, which requested that all vehicles be equipped with an emergency glass breaking tool to aid occupants in safely exiting immersed vehicles. The agency cited uncertainty surrounding the number of fatalities due to drowning in submerged vehicles and the unknown effectiveness of such a tool in facilitating safe exits.
