Special Exemption From Requirements of the Clean Air Act for the Territory of United States Virgin Islands
Summary
The Environmental Protection Agency (EPA) is proposing to exempt the U.S. Virgin Islands from obtaining a Prevention of Significant Deterioration (PSD) permit to construct a new gas turbine at the Virgin Islands Water and Power Authority's St. Thomas facility, allowing for construction but not operation prior to a final permit. The exemption is noncontroversial and will be effective if no adverse comments are received.
