NOAA Proposes Regulations to Implement Amendment 13 to Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan
Summary
The National Oceanic and Atmospheric Administration (NOAA) proposes new regulations to implement Amendment 13 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan, which aims to establish an annual coastwide quota for black sea bass and eliminate a provision requiring vessels to cancel their permits during a fishery closure. The proposed rule also requires vessels with Federal moratorium permits to assume that any fish of these species on board were harvested from the exclusive economic zone.
