Federal Motor Vehicle Safety Standards; Occupant Crash Protection Proposal

The National Highway Traffic Safety Administration proposes requiring all rear seats, except side-facing seats, to be equipped with integral lap/shoulder safety belts by September 1, 2005, in response to a Congressional mandate.
