NHTSA Allows Importation of Non-Compliant 2003 Harley Davidson Motorcycles

The National Highway Traffic Safety Administration (NHTSA) has decided that 2003 Harley Davidson FX, FL, and XL motorcycles that do not meet all applicable Federal motor vehicle safety standards can be imported into the US, as they are substantially similar to US-certified models and can be modified to comply with safety regulations.
