NMFS Issues Final Rule to Implement Amendment 13 to Reef Fish Fishery of the Gulf of Mexico

Summary

The National Marine Fisheries Service (NMFS) has issued a final rule to extend the red snapper vessel permit endorsement and trip limit system until the implementation of either an individual transferrable quota (ITQ) system or a limited license system, with a termination date of December 31, 1997, in order to stabilize the fishery and control harvest until a more comprehensive plan can be put in place.
