NHTSA Grants Rolls-Royce Exemption from Average Fuel Economy Standard

The National Highway Traffic Safety Administration (NHTSA) has made a final decision to exempt Rolls-Royce Motors, Ltd. from the standard average fuel economy requirement of 27.5 miles per gallon for model years 1998 and 1999, and instead sets an alternative standard of 16.3 miles per gallon for the same model years.
