Operation of Motor Vehicles by Intoxicated Minors

This notice proposes to implement a new program enacted by the National Highway System Designation (NHS) Act of 1995, which provides for the withholding of Federal-aid highway funds from any State that does not enact and enforce a ``zero tolerance'' law. This notice solicits comments on a proposed regulation to clarify what States must do to avoid the withholding of funds. DATES: Comments must be received by April 22, 1996.
