Federal Motor Vehicle Safety Standards; Head Restraints Final Rule Clarifies Test Procedures

The National Highway Traffic Safety Administration (NHTSA) has finalized a rule clarifying the test procedures for head restraints in vehicles, replacing a phrase with a reference to the portion of the head form in contact with the restraint. This rule terminates rulemaking on two other proposed amendments to the standard.
