The Department of Commerce ("Department") is conducting an administrative review of the antidumping duty order on certain hot- rolled carbon steel flat products ("hot-rolled") from the People's Republic of China ("PRC") for the period of review ("POR") November 1, 2009, through October 31, 2010. As discussed below, we preliminarily intend to rescind this review.
