Cooper Tire filed a noncompliance report dated August 19, 2021, and amended it on August 24, 2021. Additionally, Goodyear petitioned NHTSA on August 20, 2021, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety.
