In accordance with the Federal Advisory Committee Act, this notice advises interested persons that the second meeting of the World Radiocommunication Conference Advisory Committee (WAC) will be held on October 20, 2020. Due to exceptional circumstances, the Advisory Committee meeting will be convened as a virtual meeting with remote participation only. This second meeting will consider status reports and recommendations from its Informal Working Groups (IWG) concerning preparation for the 2023 World Radiocommunication Conference (WRC-23).

Consumer and Governmental Affairs Bureau Seeks To Dismiss Twenty-Four Mooted or Outdated Petitions

In this document, the Federal Communications Commission (Commission) seeks to assess the continuing interest in certain petitions that were filed between 2003 and 2023. The Commission plans to dismiss the petitions with prejudice unless a petitioner or other interested party files a letter in the relevant docket specifying that it objects to the dismissal of the petition and the reason for such objection.

The Federal Communications Commission (Commission or FCC) is correcting a final rule that appeared in the Federal Register on July 31, 2026. The text of the Report and Order, Order of Proposed Modification, and Order on Reconsideration inadvertently contained minor editorial errors and incorrectly restated the number of years provided in the definitions of the first and second performance benchmarks, which are corrected as detailed below. We make this correction to improve the clarity and internal consistency of the document.

Unified Agenda of Federal Regulatory and Deregulatory Actions-2026

Executive Order 12866, Regulatory Planning and Review (Sep. 30, 1993), requires each agency to publish a regulatory agenda (Agenda) of regulations under development or review during the next year which will be included in the Unified Agenda of Regulatory and Deregulatory Actions (Unified Agenda). 58 FR 51735 (Oct. 4, 1993). The Agenda required by Executive Order 12866 must include all regulations the agency expects to develop or review during the next 12 months, regardless of whether they may have a significant economic impact on a substantial number of small entities. Executive Order 12866 provides that agencies may combine this agenda with the regulatory flexibility agenda required under the RFA. To help keep the public informed of significant rulemaking proceedings and meet its obligations under the RFA and Executive Order 12866, the Commission has prepared Agenda entries providing a brief description and summary of each regulatory activity that is currently planned for the 12 months, subject to revision, including the objectives and legal basis for each, and the name and telephone number of an agency official who is knowledgeable about items in the agenda. Privacy Act System of Records

The Federal Communications Commission (FCC, Commission, or Agency) proposes to modify an existing system of records, FCC/CGB-1, Informal Complaints, Inquiries, and Requests for Dispute Assistance, subject to the Privacy Act of 1974, as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the agency. The Commission uses records in this system to handle and process informal complaints, inquiries, and requests for dispute assistance received from individuals, groups, and other entities. This modification makes various necessary changes and updates to accommodate new uses of the system to share certain anonymized or de-identified complaint data with the Federal Trade Commission's (FTC) Consumer Sentinel Network.

Improving the Effectiveness of the Robocall Mitigation Database; Call Authentication Trust Anchor; Advanced Methods To Target and Eliminate Unlawful Robocalls

In this document, the Federal Communications Commission (Commission) proposes steps to strengthen the reliability, integrity, and effectiveness of the Robocall Mitigation Database (RMD or Database) as a core component of its illegal-call prevention framework. The Commission proposed measures aim to ensure that RMD filings are accurate, complete, and current, and to safeguard the Database so that only legitimate, transparent, and accountable providers may enter or remain listed. Specifically, the Commission proposes and seeks comment on measures to clarify which entities are required to file in the RMD, enhance the accuracy and completeness of submitted information, and specify which portions of filings may be publicly disclosed. Additionally, the Commission proposes and seeks comment on new tools to prevent bad actors and noncompliant providers from accessing or remaining in the RMD, including strengthened screening procedures for new filers, improved mechanisms for identifying noncompliant providers, expedited removal processes, and safeguards to prevent unauthorized re- entry into the Database.

Maximizing Efficiencies in Universal Service Administration

In this document, the Federal Communications Commission (Commission) seeks to improve the administration of the Universal Service Fund (USF or Fund) by seeking comment on four areas related to USF administration: current USF administration processes, i.e., the processes used by Universal Service Administrative Company (USAC) to administer the USF and the Commission's oversight of those processes; the structure of USF administration, that is, USAC's role and responsibilities related to USF administration; operating costs associated with USF administration; and the impact of USAC's Board of Directors on USF administration.
