Southern Nuclear Operating Company; Vogtle Electric Generating Plant Units 1 & 2; Independent Spent Fuel Storage Installation; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued a one- time exemption to Southern Nuclear Operating Company (SNC), authorizing Vogtle Electric Generating Plant Units 1 and 2 (Vogtle 1 and 2) to retain a single Neutron Source Assembly (NSA) in its current storage cell within a multi-purpose canister ((MPC-32), serial number MPC-707) at the Vogtle Independent Spent Fuel Storage Installation, in a manner that is inconsistent with the loading restrictions specified in Certificate of Compliance (CoC) No. 1014, Amendment 11, for the HI- STORM 100S Version B dry storage system. The exemption allows the NSA to remain in a peripheral basket cell, contrary to Appendix B, Table 2.1-1, which restricts NSA containing assemblies to designated interior cells. The NRC's determination is based on SNC's safety evaluation and supporting analyses demonstrating that the configuration continues to meet applicable safety requirements for criticality control, shielding, thermal performance, structural integrity, and confinement.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.

The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The renewed permit, if approved, would extend the expiration date by an additional 20 years beyond the period specified in the current permit. The location for the North Anna ESP site is in Louisa County, Virginia, and the current ESP-003 expires on November 27, 2027. This notice provides the public an opportunity to request a hearing and petition for leave to intervene with respect to the renewal application.

The support of excavation walls will remain in place after construction is complete.

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.
