Approval and Promulgation of Air Quality Implementation Plans; Virginia; Revisions to the Ozone Maintenance Plan and Mobile Sources Emissions Budget for the Richmond Area

EPA is proposing to approve a State Implementation Plan (SIP) revision submitted by the Commonwealth of Virginia. This revision amends Virginia's ten-year plan to maintain the national ambient air quality standard (NAAQS) for ozone in the Richmond area. The maintenance plan is being amended to change the contingency measures portion and to identify measures taken in response to recorded violations of the 1-hour ozone NAAQS in the Richmond area. The maintenance plan is also being amended to substitute measures that establish a safety margin to retain the 2015 motor vehicle emissions budget for volatile organic compounds. This action is being taken under the Clean Air Act (the Act).
