Delivery of Mail to a Commercial Mail Receiving Agency

This final rule amends section D042.2.0 of the Domestic Mail Manual (DMM) by adding section D042.2.8 to provide procedures to identify when an office business center (OBC) or part of its operation is considered a commercial mail receiving agency (CMRA) for postal purposes.
