Wild Horse and Burro Adoptions; Power of Attorney

The Bureau of Land Management (BLM) proposes to amend its regulations to disallow the use of a power of attorney for the adoption of wild horses and burros. BLM is amending the regulations because it is possible that some adopters have misused the power of attorney to obtain large numbers of horses and burros, selling them for profit after receiving the appropriate titles.
