Under the Federal Advisory Committee Act, Public Law 92-463, EPA gives notice of a two-day meeting of the Community-Based Environmental Protection Committee of the National Advisory Council for Environmental Policy and Technology (NACEPT). NACEPT provides advice and recommendations to the Administrator of EPA on a broad range of environmental policy issues, and the Community-Based Environmental Protection Committee was formed to identify opportunities for harmonizing environmental policy, economic activity, and ecosystem management. The meeting is being held to discuss recommendations the Committee plans to submit to EPA. Scheduling constraints preclude oral comments from the public during the meeting. Written comments can be submitted by mail, and will be transmitted to Committee members for consideration.

Notice of Public Meetings of the Georgia Advisory Committee to the U.S. Commission on Civil Rights

Notice is hereby given, pursuant to the provisions of the rules and regulations of the U.S. Commission on Civil Rights (Commission) and the Federal Advisory Committee Act, that the Georgia Advisory Committee (Committee) to the U.S. Commission on Civil Rights will hold public meetings via Zoom. Withdrawal of Notice of Intent (NOI) To Prepare a Draft Environmental Impact Statement (DEIS) Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal General Re-Evaluation

The U.S. Army Corps of Engineers (USACE) is issuing this notice to advise Federal, State, and local governmental agencies and the public that USACE is withdrawing the notice of intent for the preparation of the DEIS pursuant to Energy and Water Development Appropriation Act of 1995 (Pub. L. 103-316) for the Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal Deepening (HNCD) General Re- Evaluation which was published in the Federal Register on May 23, 2003. Since publication of the NOI, the project authority has changed; HNCD was conditionally authorized under Section 403 of the Water Resources Development Act (WRDA) of 2020. Additionally, the USACE has since determined that an Environmental Assessment (EA) rather than an Environmental Impact Statement (EIS) is the appropriate level of environmental documentation.

Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates

This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued under Section 221(g)(4) of the Act during the 6-month period beginning July 1, 2026, is 4\1/2\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning July 1, 2026, is 5 percent.
