Virginia Electric and Power Company, (Doing Business as Dominion Energy Virginia); North Anna Site; Early Site Permit Renewal Application

The U.S. Nuclear Regulatory Commission (NRC) is providing public notice each week, for four consecutive weeks, of receipt and availability of an application for renewal of early site permit (ESP) ESP-003 for the North Anna ESP site from Virginia Electric and Power Company, doing business as (dba) Dominion Energy Virginia. Renewal of the ESP would allow the licensee to reference ESP-003 in a construction permit (CP) or combined license (COL) application for an additional 20- year period beyond the period specified in the ESP. The location for the North Anna ESP site is in Louisa County, Virginia, and the current ESP-003 expires on November 27, 2027.

Perma-Fix Northwest Richland, Inc.; Export License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC) is considering approval of an export application, received on June 17, 2026, from Perma-Fix Northwest Richland, Inc. (Perma-Fix). In the application, Perma-Fix seeks to amend and renew existing license, XW025, authorizing the export of radioactive waste to Italy. The NRC is providing notice of the opportunity to comment, request a hearing, and petition for leave to intervene on Perma-Fix's application. This action will renew the existing export license for an additional 5 years to expire on May 31, 2031, and amend the existing export license to increase the total volume of waste from 10,000 kilograms (Kgs) to 30,000 Kgs. kilograms.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by NextEra Energy, Inc. (NextEra Energy), Dominion Energy, Inc. (Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing an order approving the application dated April 24, 2026, filed by Arizona Public Service Company (APS), on behalf of Public Service Company of New Mexico (PNM), Troy ParentCo LLC (Troy ParentCo), and their corporate affiliates (together, Applicants). The application sought NRC consent to the indirect transfer of control of PNM's co- ownership of the Renewed Facility Operating License Nos. NPF-41, NPF- 51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, as well as the associated general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the facility). No physical changes or operational changes to the facility were proposed in the application.
