ABD Deniz Kuvvetleri (USMC) tarafından 1995 yılında Paperwork Reduction Act'a uygun olarak bir proposed public information collection önerilir ve kamuoyunda görüşe açılır. Kamuoyu görüşlerine invitation edilir: proposed collection of information whether necessary for proper performance of agency functions, including whether information has practical utility; agency's estimate of proposed information collection burden accuracy; information quality, utility, and clarity enhancement ways; and information collection burden minimization on respondents, including automated collection techniques or other information technology.
