EPA is proposing to approve revisions to the California State Implementation Plan (SIP) adopted by the Sacramento Metropolitan Air Quality Management District (SMAQMD) on February 23, 1993, and by the Santa Barbara County Air Pollution Control District (SBCAPCD) on December 10, 1991. The California Air Resources Board (CARB) submitted these revisions to EPA on April 6, 1993, and June 19, 1992, respectively. The revisions concern SMAQMD's Rule 454, Degreasing Operations, and SBCAPCD's Rule 331, Fugitive Emissions Inspection and Maintenance. SMAQMD's Rule 454 controls volatile organic compound (VOC) emissions from metal parts cleaning procedures, while SBCAPCD's Rule 331 controls VOC emissions from equipment leaks at sources such as petroleum refineries. The intended effect of proposing approval of these rules is to regulate emissions of VOCs in accordance with therequirements of the Clean Air Act, as amended in 1990 (CAA or the Act). EPA's final action on this notice of proposed rulemaking (NPR) will incorporate these rules into the federally approved SIP.
