CLIA Program and HIPAA Privacy Rule; Patients' Access to Test Reports

The proposed rule aims to grant patients' access to completed test reports by allowing laboratories to authenticate and identify test reports as belonging to a patient upon request, while also amending the HIPAA Privacy Rule to remove exceptions for certain laboratories.
