Great Lakes Pilotage Rates-2013 Annual Review and Adjust; Correction

The US Coast Guard has published a proposed rule to adjust pilotage rates on the Great Lakes, following an error in the original 2013 review. The proposed rate adjustments were first announced in August 2012, and the Coast Guard is now correcting the mistake.
