DHS Issues Final Rule to Align HSAR with FAR and Implement Post-Katrina Emergency Management Reform Act

The Department of Homeland Security (DHS) has issued a final rule to amend multiple sections of the Homeland Security Acquisition Regulation (HSAR), aligning it with the Federal Acquisition Regulation (FAR) and implementing provisions from the Post-Katrina Emergency Management Reform Act of 2006 to restrict noncompetitive contracts in response to disasters.
