SNAP Regulation Restructuring: EBT System Implementation

The US Department of Agriculture has issued a direct final rule updating the Supplemental Nutrition Assistance Program (SNAP) regulations to reflect the end of paper coupon issuance systems and the nationwide adoption of Electronic Benefits Transfer (EBT) as the primary method of distributing benefits. The changes align with the 2008 Farm Bill, which prohibited paper coupons and made EBT cards the sole method of benefit delivery, effective June 18, 2009.
