Unaccompanied Children Program Foundational Rule

The US Office of Refugee Resettlement (ORR) has adopted a final rule to establish a foundation for the Unaccompanied Children Program (UC Program), consistent with ORR's statutory duties, to enhance public transparency and implement the 1997 Flores Settlement Agreement (FSA). The rule will terminate 45 days after publication, as per the modified FSA.
