Air Plan Approval; North Carolina; Revision to Approved Motor Vehicle Emissions Budgets

The Environmental Protection Agency (EPA) is proposing to approve a revision to the North Carolina State Implementation Plan, submitted by the North Carolina Department of Environmental Quality (NCDEQ), to update emissions inventories and safety margins, and allocate newly available safety margins to motor vehicle emissions budgets.
