Draft Programmatic Agreement: TMI-2SOLUTIONS, LLC; Three Mile Island Nuclear Station, Unit No. 2

The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on a draft Programmatic Agreement (PA) between the NRC, Pennsylvania State Historic Preservation Office (SHPO), and TMI-2 Energy Solutions (TMI-2Solutions). The purpose of this draft PA is to resolve any adverse effects to historic properties identified during consultation for a license amendment request for the Three Mile Island Nuclear Station, Unit No. 2 (TMI-2), located in Londonderry Township, Dauphin County, Pennsylvania. TMI-2Solutions will be engaging in certain major decommissioning activities, including the physical demolition of buildings previously deemed eligible for the National Register of Historic Places (NRHP). Because the impacts on the historic properties from these decommissioning activities have not been previously evaluated and are not bounded by NUREG-0586, "Final Generic Environmental Impact Statement (GEIS) on Decommissioning of Nuclear Facilities", the NRC initiated consultation under the National Historic Preservation Act (NHPA). SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Phased Construction Permit Application-Limited Work Authorization

The U.S. Nuclear Regulatory Commission (NRC) is providing public notice each week, for four consecutive weeks, beginning October 1, 2026, of receipt and availability of the first part of a phased construction permit application, including a limited work authorization (LWA) request, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec), for a dual-unit SMR-300 plant located at the Palisades Energy Center (PEC) in Covert, Michigan. The units are individually named Pioneer Unit 1 and Pioneer Unit 2. This is the second of four consecutive weekly notifications.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations

Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.

Virginia Electric and Power Company, (Doing Business as Dominion Energy Virginia); North Anna Site; Early Site Permit Renewal Application

The U.S. Nuclear Regulatory Commission (NRC or Commission) is considering an application for the renewal of Early Site Permit (ESP) No. ESP-003, which allows Virginia Electric and Power Company (doing business as Dominion Energy Virginia) to reference ESP-003 in an application for a construction permit (CP) or combined license (COL) at the North Anna ESP site during the period ESP-003 remains valid. The renewed permit, if approved, would extend the expiration date by an additional 20 years beyond the period specified in the current permit. The location for the North Anna ESP site is in Louisa County, Virginia, and the current ESP-003 expires on November 27, 2027. This notice provides the public an opportunity to request a hearing and petition for leave to intervene with respect to the renewal application.
