Vision Broadcasting Network, Inc. has submitted a petition to the Federal Communications Commission (FCC) to allot reserved noncommercial educational channel 4 to Alamogordo, New Mexico, as the community's first local television service, following a notice of proposed rulemaking issued in response to its petition.
