EPA Grants Partial Approval of Phillips 66 Company's Operating Permit Amidst Petitions from Environmental Groups

The Environmental Protection Agency (EPA) Administrator signed an order on September 22, 2021, partially approving a petition from the Environmental Integrity Project and Sierra Club, which objected to a Clean Air Act operating permit issued to Phillips 66 Company's Borger Refinery in Hutchinson County, Texas, following a petition filed on September 12, 2017.
