EPA Proposes Consent Decree in Clean Air Act Citizen Suit Over California SIP Submittals

The US Environmental Protection Agency has proposed a consent decree in a lawsuit filed by Our Children's Earth Foundation over the EPA's failure to respond to California's state implementation plan submittals in a timely manner, as required by the Clean Air Act.
