Air Plan Approval; Alabama; Cross-State Air Pollution Rule
The Environmental Protection Agency (EPA) is approving parts of Alabama's State Implementation Plan (SIP) revisions, replacing the Cross-State Air Pollution Rule (CSAPR) federal implementation plan (FIP) for large electricity generating units (EGUs) in the state. This approval allows Alabama's affected units to participate in a new state allowance trading program for ozone season nitrogen oxide (NOx) emissions, which is substantively identical to the federal trading program but with different allowance allocation provisions.
