FHWA Announces LEAP Pilot Program to Streamline Federal Aid Funding

The Federal Highway Administration (FHWA) is launching a 5-year pilot program, LEAP, which allows Local Public Agencies (LPAs) to receive direct federal funding, reducing state oversight and accountability for projects funded under the program.
