Revised National Environmental Policy Act Implementing Procedures

The National Oceanic and Atmospheric Administration (NOAA) is seeking public comments on its draft Companion Manual for implementing the National Environmental Policy Act (NEPA) and related authorities. The manual includes proposed revised categorical exclusions and extraordinary circumstances.
