Delay of Effective Date for Roadless Area Conservation Rule in Colorado National Forests

A final rule aimed at conserving roadless areas in Colorado's National Forest System has had its effective date delayed, reversing a 2016 reinstatement of an exception for the North Fork Coal Mining Area.
