Medicare and Medicaid Programs; CY 2016 Home Health Prospective Payment System Rate Update; Home Health Value-Based Purchasing Model; and Home Health Quality Reporting Requirements

The final rule updates Home Health Prospective Payment System rates, including episode payment rates and non-routine medical supply conversion factor, effective January 1, 2016, to account for case-mix growth and implements a value-based purchasing model starting the same year. The rule also clarifies ICD-10-CM code categories and reduces episode payment rates by 0.97% annually from 2016 to 2018.
