The National Marine Fisheries Service (NMFS) has issued a final rule to implement management measures for the Reef Fish Fishery of the Gulf of Mexico, withholding 4.9% of the 2016 red snapper commercial quota prior to its distribution to Individual Fishing Quota (IFQ) program shareholders on January 1, 2016.
