Thresholds for De Minimis Activity and Exemptions From Licensing Under the Animal Welfare Act

The Animal and Plant Health Inspection Service proposes amendments to the Animal Welfare Act regulations to exempt small animal dealers and exhibitors from licensing requirements, based on a 2014 Farm Bill amendment and a 2013 Act amendment. The proposed exemptions would apply to businesses that meet specific size thresholds, as determined by the Secretary of Agriculture.
