In this document, the Federal Communications Commission (Commission) seeks comment on how best to maximize the reach of our existing Connect America budget and leverage non-Federal funding to extend broadband to as many households as possible when the Commission implements Phase II. Specifically, the Commission seeks comment regarding measures the Commission could take in the Phase II competitive bidding process to create incentives for state and other governmental entities to contribute funding to support the extension of broadband-capable networks.
