NOAA Proposes Changes to VMS Requirements for Atlantic HMS Fisheries

The National Oceanic and Atmospheric Administration (NOAA) is proposing changes to the Vessel Monitoring System (VMS) requirements for vessels fishing for Atlantic Highly Migratory Species (HMS). The proposed rule would eliminate the need for vessels to hail-out two hours in advance of leaving port and provide additional reporting flexibility for operators.
